US Stops Government Agencies from Using AI Tools Developed by DeepSeek

On Monday, the Department of Homeland Security issued a notice barring government agencies from using any artificial intelligence tools developed by Chinese tech firm DeepSeek. The ban also applies to AI tools developed by third parties relying on DeepSeek as their platform of choice.

The order instructs agencies to remove those tools from their IT systems. DHS says this measure is necessary because the servers of the AI firm are in China and the government can, by law, get unfettered access to any information stored on those servers.

This latest development comes at a time when Washington and Beijing are engaged in a fierce race to dominate AI globally and the two governments have had a series of meetings at the top level to reach an agreement on how to cooperate in the tech field on matters like tech exports. However, no concrete pact has been signed though promises to hold further talks have been made at the end of every meeting.

The Department of Homeland Security has the authority to issue directives that civilian agencies of the government are bound to follow. However, the agency can’t issue instructions compelling intelligence agencies or the military to act in a certain way.

The DHS says using AI tools developed by DeepSeek could result in sensitive data being transferred to China and thereby exposing it to numerous threats of being accessed and utilized by government or non-governmental agencies in China.

It should be noted that DeepSeek rose to fame last year when it released an AI model that took the tech industry by surprise. The model performed at levels that challenged the metrics attained by models developed by U.S. firms. The Chinese company revealed that it had developed its model at a fraction of what it cost American tech companies like OpenAI to develop their foundational models.

The release of DeepSeek’s chatbot and model caused investors to challenge the massive investments tech firms were making to develop their AI models and brought questions about the viability of the projections on future earnings from AI tools. Tech stocks tumbled in the wake of DeepSeek’s debut.

Neither the Chinese government nor DeepSeek has yet released a comment about the ban issued by the DHS and the reasons given for that ban. It would be interesting to hear what leading AI companies like Apple Inc. (NASDAQ: AAPL) think are the possible ramifications of the DHS notice on the trajectory of the industry, especially how it could impact American tech firms with a global footprint.
