China Emphasizes Energy Security in its Latest Five-Year Plan

While releasing details of China’s energy sector plan over the coming five years, Wang Hongzhi, the head of the country’s National Energy Administration revealed that energy security would always be the country’s priority in its policies. He was speaking during the launch of the 2026-2030 energy sector plan on June 26.

The plan comes at a time when the world is roiling from the energy supply chain disruptions caused by the war between the U.S. and Iran. This backdrop also comes at a time when China is facing a number of challenges internally.

Back in 2021, the East-Asian country set a major goal to have carbon dioxide emissions peaking by 2030 while also working towards making the country carbon neutral by 2060. In the years that followed after that lofty goal was made, China experienced electricity shortages on a frequent basis due to drought, controls imposed on electricity costs and the economic surge once the Covid-19 pandemic ended.

Those realities compelled the country to ease some of its environmental goals in the energy sector and as a result, coal-powered plants surged to bridge the deficits in energy generation.

This new plan shows that China is looking to walk a fine line between meeting its climate goals while also ensuring that there will be enough energy to meet the growing needs of the country. The challenge with this dual approach of ramping up the generation of renewable energy while also leaving space for coal energy production to grow is that local authorities could use the need for additional energy as an excuse to excessively permit coal-run power generation activities.

The five-year roadmap is clear in the order of its national energy priorities. At the top is boosting energy security, closely followed by the promotion of the energy transition towards renewable sources. Technological self-sufficiency and market mechanism improvement mark the other two sector priorities.

While the plan seeks to slash emissions by 10%, it also indicates that hydrocarbons still have a role to play and undue constraints will not be placed in their way. This duality is evidenced by the immense strides China has taken to ramp up renewable energy production in the country. At the same time, China remains the biggest consumer of coal energy, and the use of this hydrocarbon is set to grow over the coming years.

It remains to be seen whether the results of this energy sector plan exceed the targets set and how the role of coal could diminish over the coming years.
