Trump, Tech Chiefs Sign Nonbinding Pact Pledging “Robust” AI Control Implementation

On Tuesday, President Trump hosted leaders of major tech companies at the White House. The luncheon resulted in the signing of a voluntary pact in which the firms promised to implement a set of “robust” safeguards while developing AI models.

Trump, who has strongly argued against regulating the AI industry, reaffirmed his opposition by opting to let tech firms self-regulate rather than compelling them to adhere to codified rules governing the work that they do. The president says the country already has ample regulation under the authority of the DOJ, FBI and other law enforcement agencies.

The executives present were Jensen Huang, the CEO of Nvidia, Elon Musk from xAI, Dario Amodei from Anthropic, Mark Zuckerberg from Meta, Greg Brockman from OpenAI, and Sundar Pichai from Google. All signed the accord.

The signatories pledged to implement measures to monitor their AI models, and to establish internal teams responsible for ensuring that the controls, detection systems and the monitoring mechanisms are all working as expected. They also promised to remediate any problems that arise.

The accord also includes a provision calling on the AI labs to collaborate with external auditors that are independent so that the internal controls can be monitored by the external experts. AI labs would also have regular meetings with the auditors to establish best practices and standards for the effective functioning or improvement of the safety of AI systems designed by the firms.

It is notable that the accord is silent on which entities would undertake the third-party assessments, but the text indicates that it may, at some point in the future, make sense to codify the provisions of the accord into regulations or laws.

There were mixed reactions to this nonbinding pledge. David Sacks, a former AI tsar in this Trump administration, welcomed the accord, saying an international code on AI would take a long time to materialize and the pledge was a lot better. Other supporters said such an agreement bearing the signatures of leading tech leaders was much better than having to wait a year or more with no regulation simply because China hasn’t taken steps to regulate the industry.

Critics, however, laughed off the effort. Toby Walsh, who heads the AI institute at the University of New South Wales in Australia, said the industry couldn’t be trusted to regulate itself because it had proved in the past to be careless and incompetent to self-regulate. AI expert David Krueger called the pledge vague and of no consequence.

It remains to be seen whether the nonbinding provisions of the accord will be acted upon by other AI firms like Amazon.com Inc. (NASDAQ: AMZN) that didn’t sign the document during the luncheon.
