Trump to Expand Data Center Cost of Power Pledge

As we went to press today, President Trump was preparing to unveil a pledge aimed at protecting households from having to shoulder the costs associated with upgrading electricity systems in order to provide the power required by data centers and AI. Utilities, developers of data centers, lawmakers and governors were expected to attend the unveiling event.

Earlier in March, Trump spearheaded the signing of a similar pledge, the Ratepayer Protection Pledge. That pledge was to make sure that the firms building or using data centers paid utility rates that were higher than the normal ones so that households don’t end up having to incur the costs linked to providing electricity to AI facilities like data centers.

The new pledge expands on the one that was signed in March. The unveiling will happen at the White House, and Energy Secretary Chris Wright, EPA Administrator Lee Zeldin, many governors and companies that were present or represented while the earlier pledge was being signed are expected to attend the event.

It should be noted that this pledge isn’t legally binding on any company, so it remains to be seen what real results the signed pledge will have. The country has several electricity grids that don’t operate under a uniform system, so it is hard to imagine how this pledge will result in ratepayers being shielded from the high costs associated with providing power to data centers.

Existing grids are already experiencing severe strain. Congestion on the PJM transmission lines, for instance, soared by 81% to reach $3.2bn on the utility’s interconnection last year. This regional transmission organization is the biggest in the country and serves an estimated 67 million individuals. Just last week, PJM conducted its yearly capacity auction and the outcome was record-level power prices for users.

Such rate increases could explain why there is growing resistance to data centers around the country as residents feel that they have to foot the cost of providing electricity to big tech companies and yet those firms don’t bring many direct benefits to the communities that host them.

The outcome of the voluntary pledge and the growing hostility to data center construction in different jurisdictions will be watched by enterprises like Broadcom Inc. (NASDAQ: AVGO) that derive a significant part of their revenue from the solutions they sell to AI data centers. Tech firms need to come up with innovative solutions, such as onsite renewable energy generation, to keep their expansion plans on track in a way that isn’t perceived as harmful to communities.
